CMD windows will not close

I have a 16 Bit app that SOMETIMES when closeing it will
leave behind the windows that it was using.
As part of a test I ran this on my computer, I went to
CMD, then calling the APP. When the App ended I got my
Prompt back. I then typed exit (which it accecped) then
when I pressed enter the window frose there.
I can move the window, Resize, Mark text, Min, Max the
window. But I can not close the windows.
I have looked in Task Manager(Processes tab) for CMD,
NTVDM, WOW and have found none. I know from past
experence that If I reboot the windows will close fine. I
need to resolve this issue for the people who can not
reboot when this issue occurs.

Have you tried launching the app from the 16-bit COMMAND.COM instead of the
32-bit CMD.EXE?
