Cluster won't start

I had to restart the cluster (2-node)due to power lost. The problem is that cluster services start but cluster administrator won't connect anymore. The virtual IP or the virtual cluster name does not work/exist any more

Any help will be greatly appreciated

On one of the cluster nodes, connect to cluster administrator using a period
(.) instead of listing a host name. This attempts to connect to the cluster
service on a local machine.
