closing a program that's already closed

I have msoft works suite 2003. I'm trying to install it
but it keeps saying i have outlook express running but i
don't.I even went task manager and it shows its not
running either. So what do i do now, Please help my
fantasy football league depends on it.

You can use process explorer from sysinternals to search and close
open file handles

Windows XP also has a built-in program called openfiles but this
program needs a global system flag to be set (also needs rebooting).
Process Explorer is crawling through live kernel memory
