Clock Updates

In order to correctly process invoices some users have to set their
clocks back to when the invoice period ended. So the clock was set to
Oct. 31. Unfortunately, the system keeps updating back to the current
time. We aren't synched with any time servers. Could Windows Update be
correcting it?
 
As I understand it, when a user logs onto a workstation in AD that
workstation queries the DC for clock info. If the machines within your AD
are more then 15 minutes out of sync with the other machines they will not
be able to access resources.
So it is YOUR DC that is resetting the Workstations.
 
Is there a way to temporarily stop this?
