Is there any way to increase the clock's text size in the taskbar, lower
right corner?
I want to keep my resolution at 1024X768.

Perhaps not with the XP clock.

But you could try TClockex http://www.rcis.co.za/dale/

You can change quite a few things about the clock's appearance. The format
of the time is one of these (including showing seconds).

I use 1024 *768 and I have the clock set to about the height of the bar
(Tahoma 8pt), with green text on black background
 
Windows doesn't show seconds as it is a gigantic preformance hit.
 
Does that mean that any clock showing seconds is also detrimental to
performance?

I also have a desktop clock by PHM Plus!, which shows both an analog clock
with second hand, and a digital clock in the format hh:mm:ss AM/PM, plus
date

I don't detect the PC running slowly - at least not because of this - other
programs slow it down tremendously, e.g. Picture It!
