control panel / regional and language options / regional options / customise
/ time

Open Control Panel, Regional and Language Options, select English
(United States) or your preferred Country. Click Customize button, Time
tab, set the "Time format:" to

h:mm:ss tt

If it isn't in the list, you can edit any of the available formats with
a click/swipe to highlight. Notice at the bottom of that window it
mentions that a capitalized "H" is a 24-hour time mode.
