Clock hover feature stopped working

Normally, when you move your cursor over the time display
on the right side of the taskbar, a "pop-up" showing the
day, date and year will appear.

For some reason, mine stops working. Sometimes, it appears
that it is popping up BEHIND the task bar, with only the
upper portion of the yellow date block showing. Other
times, there's no sign of it at all.

What gives? How do I correct this?

In 2000? I've only experienced this in XP. My guess is that this is
something that you cannot fix and you have to hope it's fixed in a service
pack. But, so you know, you're not alone.
