Clipboard Viewer is checked in Add/Remove Windows Components as if it was
available; but I don't see it in All Programs/Accessories?

That's simply because by default there's no shortcut to it there.

You can get to it by typing clipbrd at the Start | Run line.

Or make your own shortcut, which you can put on the desktop, on
Start | Programs, or on both. The target is normally
c:\windows\system32\clipbrd.exe

Type the following from Start>Run:

clipbrd

If the Clipboard appears you can create a Desktop icon for it with the following command:

%systemroot%\system32\clipbrd.exe
