How does one access the clipboard in Windows XP Home Edition?

Does it need to be installed? If so how?

If you hit your keyboard key Prt Scr it puts current desktop view into
clipboard in Xp Pro which is what I got (so all I know); then you can Open
Paint and select to Paste (clipboard contents) from the Edit dropdown and
File Save As a Jpg. It doesn't capture live streams/TV.

Having put something into the clipboard, the normal way to access is is
simply to paste it whever you want it, for example by using the Ctrl-V key
combination.

It's needed very rarely, but if you want to look at what is in the
clipboard, you can use the clipboard viewer. Its name is clipbrd.exe. You
can type that into a Run command or create a shortcut to it.

Personally, I never use the clipboard viewer. If I'm not sure what's in the
clipboard, it's much faster to just paste it where I want it, then check it.
If it it turns out to be the wrong thing, I just delete it, then go get what
I wanted.
