clipboard won't paste

An odd issue popped up a couple weeks ago and I have no idea if I changed
something.

Copy something to the clipboard
Open Excel 2007
Paste
Results: No pasting. The only thing showing is a small PDF image.
Delete the image
Re-copy to the clipboard
Paste
Success!

Why won't something in the clipboard prior to opening Excel paste? Excel
must be opened before copying to the clipboard. Then it's successful.

Usual cause is third party addins flushing the Windows clipboard so it
doesn't get transfered to the Office clipboard like it should.
 
For example?

I wasn't aware there had to be a transfer from Windows to Office clipboards.
