Clipboard Toolbar displays when anything is copied

I'm on an XP machine with Outlook 9.0.0.6627. When
something is copied to the clipboard, the clipboard
toolbar is displayed. Is there a way to permanently turn
this toolbar off? Whenever I launch Outlook, the issue
reoccurs.

Thanks for any insight you can provide.

It's turned on by design. The idea is that the toolbar allows you to copy
multiple items. I suspect it can't be turned off.
