Create a shortcut to %windir%\System32\clipbrd.exe.
If you get the message below, you can disregard it. The ClipBook
service is only needed if you want to connect to the clipboard on
another computer. For the local computer, it is not needed (only
downside is the delayed startup of the ClipBook Viewer while it
tries to connect to the service).
