Clipart has layers

When I create a piece of clipart using a picture or even a graphic and save
it as a .wmf file then go back into edit the cipart it has duplicated itself
into several layers. It didn't use to do this and I'm wondering if there is
something i can do to stop it from happening. it's time consuming to edit
when I have to delete all the layers.

Make certain to select all parts of the image and "group" them.

I usually do that and that's when I have the problem. If I want to go back
and edit the same graphic, I ungroup it. That's when i discover it has more
layers.

When you ungroup the clip the first time, there's an extra bounding box.
Just delete it.

This actually started happening back in PPT 2002 or 2003, when you had to
ungroup the clip twice in order to completely ungroup it. If I recall
correctly, it's because you could actually have "nested" groups then --
along with the ability to select the shapes inside the groups. But that
process gave us this extra blank bounding box that sometimes gets in the
way. And we still have it.

That said, I've also seen clips with double layers like you're describing.
Of course, I cannot find an example now! I don't know why some clips end up
with the multiple layers, though -- I think it's got something to do with
the way the original clip was created and saved.
