clip art editing

I had Windows 3.0 with MSDraw embedded within the programs
When I chose insert a window would pop up and ask where I
wanted to take the picture from, it it was clip art of any
kind (those that came with windows or any on the various
cdrs) there would be little dots all around that would
allow me to click and change all the colors or delete part
of the picture.
I now have Windows XP and cannot find anything like that.
Once, by accident, something came up that allowed me to do
some of this, but I lost it and have not been able to find
it since.
Please can someone help a neophyte.

It's part of office not windows.

Paint is part of Windows. Paint a painting program, draw a drawing program.

Windows XP is an OPERATING SYSTEM. It does not have
applications as such.
You do have MS Paint (in accessories) and you also have a
basic text editor and a calculator.

But if you want those neat applications, you have to buy
them.

There are many options to getting application software, if
you are willing to spend a day or two doing the download,
you can get OPEN OFFICE.

Most people buy MS OFFICE which has several options for what
you get and pay.
If you do a lot of desktop publishing you can get programs
designed to do that, such as MS PUBLISHER.

Other companies product such software, ADOBE www.adobe.com
has a lot of good software but only the Reader is free.

You have to ask questions and study the list of options when
you buy the computer and you should study what software is
available. Reading magazines such as PC World and Computer
Shopper is helpful. Both these magazines have web sites
with a lot of information.
