Clickonce and Group policies on a Terminal Server

I have user account on a terminal server locked down using a group
policy to only allow allowed applications ("run only allowed windows
applications").

When trying to launch a clickonce manifest (the start menu .appref-ms
that is installed by clickonce), the user receives a permission denied
error:

The operation has been cancelled due to restrictions on this computer.
Please contact your system administrator.



Because the allowed applications are set on a filename basis, I tried
allowing setup.exe (yikes) and the name of the actual .exe that is
installed with ClickOnce. Still no go.

Any suggestions for allowing the restricted users to run an application
that is kept up to date with ClickOnce?
