Clicking on Link won't open IE

My cat has been walking on my keyboard again and now when I click on a link
(URL) in an email, IE won't open automatically. If it's already open then
it will go to the URL in the link, but if it's closed then nothing happens.

Open Run Command and type: regsvr32 urlmon.dll and Click OK.
Open you IE properties and clear your caches and delete files and cookies
then Reboot.
