clearing restrictions that are stopping me expanding an email

When I try to expand a daily Email newsletter I have been receiving every day
for years I get the following message.

The operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

I am the system administrator and have made no changes I know of.

What do I do
