that it is alway blank for the next user

Just set the apprpriate policy (ideally in Group Policy if you are in an
Active Directory environment). If not then you do it through local policy
the setting is Interactive Logon : Do Not Display Last User Name.
on Computer Configuration ... Windows Settings\Security Settings\Local
Policies\Security Options
