Paper can be made from various fibres - UK banknotes are made from
cotton and linen.

it? In fact aren't the very best papers made from rag?

Quite true, but 'paper', without qualification (that's why I referred
to generic paper), is understood (in the grammatical sense), to be
made from cellulose fibre, i.e. wood pulp.

Yes, but you can't say that else he'll say its all your fault that he
got it wrong then kill file you :)

and as a generic term rag based papers are still paper. Of course
paper can be made from recycled paper although that ultimatley is made
of wood, but if the previous posted is differentiating wood based
paper then I guess differentiating recycled paper is OK :)

So what are cotton, linen and hemp if not cellulose fibres?

Wood pulp is the normal fibre used in normal paper, as I intimated in
the post to which you replied.

Try and get some paper made from the fibres you suggest. It will be
quite difficult and very expensive, should you find any.

says the the highest quality paper is made from cotton and is
called 'Bond'.

Knowing this, I qualified my comments to 'wood based' paper
tissue/towel.

It is nasty scratchy stuff and has wrecked the surface coatings
on numerous optical surfaces including spectacles.

You can buy cotton fibre paper, it's the artsy stuff.
