clean install XP will not recognize a backup of user

I have recently done a clean install of XP due to some
disk abnormallities. Now I have restored from backup,
and the files are in Documents and Settings, but I can
not get the system to recognize this as a user. I have
tried logging on in safe mode as the administrator, but I
still cannot get the system to recognize my previous
settings. If anyone can shed some light on this I will
be grateful.

You need to create a User Profile and then copy the settings in manually:
