Clean Boot question

I have three computers now running WinXP SP3. A Dell, an HP and a Compaq.
Until two days ago they were all running SP2 and I was advised to do a clean
boot before installing SP3. I was given the following URL -
http://support.microsoft.com/kb/310353 to learn how to do a clean boot.
Notice it's a Microsoft site which has one using msconfig.

Before I go on, what follows happened on all three computers. When I went to
control panel/users, each computer said:

When I followed the instructions in the above article on doing a clean boot,
I could do everything until I clicked APPLY or OK. Then I got a message that
said I couldn't do this operation because I must have administrative rights.

Does anyone know why this is happening and if I'm listed as administrator why
this procedure won't recognize me as such?

Is an HP printer present ? If so, see -
How to Fix Access Denied Error when Using MSCONFIG

If no HP printer is present and this is XP Home, boot to Safe Mode, log
on with the Administrator account, and then run msconfig.

There are two HP printers involved. One directly to the Dell computer, one
directly to the HP computer and both connected via a LAN to the Compaq. They
are all such that they can use any printer via the LAN.

I did the regedit suggestion and I don't have a PML Driver HPZ12 key on the
DEll and the Compaq, but I do have it on the HP. Therefore, two out of three
computers don't have the PML Driver HPZ12 key so I would expect the Clean
Boot to work on the two that don't have that key. Any suggestions?

Henry,

you need to be logged into XP as "administrator".

being logged on as "Henry" with administrator rights - is NOT the same ! -

Now maybe I'm getting the info I need. I have to admit to being dumb, as you
can tell from my not knowing the difference between "administrator" and
"Henry" with administrator rights". Will you tell me how to get to be the
administrator please?

You already posted that your User Account is a *true* Admin account. XP
User Accounts with Admin privileges *do* have Full Control on the System
as opposed to a User Account w/Admin-like privileges in Vista/Win 7 that
do *not* have Full Control on the System.

If the systems in question are running XP Home, boot to Safe Mode, log

Then you are one of the Admins of XP Pro. Are all of the systems XP Pro?
If yes, then just boot to Safe Mode and log on with your User Account,
which is a true Admin account, and make the necessary changes using
msconfig.

You're mowst welcome, Henry. One could logically conclude that there's
security software causing the issue in normal Windows mode. But then
again, with HP software, all bets are off. <w>
