cipher problem

Hello. I'm new in a company and the previous user of my
machine used cipher from MS to cipher some folder, wich
contains info that I now need to work.

the problem is that now i cannot access that info. Is
there any way in which a user with administrator rights
can recover files encrypted with MS cipher?

With Windows 2000 there is a recovery agent. On a stand alone machine it would be the
local administrator by default, or the first administrator of the first domain
controller in a domain. You can use efsinfo to help determine who the recovery agent
