CIPHER 0

I need to get this cipher thing up to 128 bits,and it now
shows 0 bits.
How do I correct this?
I have uninstalled and reinstalled IE 6 and pack 1, to no
avail.
I am running on AOL 8.0 PLUS
Please help!!!
