I get this error periodically while trying to restart or
shutdown, this process is getting hung but I don't
recognize it. Can anyone tell me if they have
encountered this before.

Type CICERO in Start/Search/files and folders and click
Click to expand...
Enter. See if you get any "hits" from your harddrive.
You may have a spy or virus by that name. If it finds
anything related to Cicero you can rightclick it and
delete it to the Recycle Bin and keep it there for a
couple of days.
