CHMOD in WindowsXP Home?

Is it possible to CHMOD with my FTP program on localhost (Windows XP Home)?

A couple of my content management programs require me to CHMOD 777 and my
WS_FTP95 won't do it, claiming that it is UNIX-only. Is there any other way
to set file/folder permissions in Windows XP Home?

Right click the dir or file that needs those permissions and give ful
access to network
