I just installed the latest Microsoft security updates and find that I
can no longer open compiled help files (.CHM) if they are located
anywhere except my local computer. In other words I can no longer open
help files stored on our server. Is there a way around this problem?

Have a look at the "Method 2" solutions described in this Knowledge
Base article:

You'll need to set the MaxAllowedZone registry value to 1 to remove the
block on HTML Help files in the Local Intranet zone.

I can't open chm files at all.

This apparently is a problem that has happened with other updates. This
time it is caused by KB896358 (if you uninstall it the probem goes
away).

I think MS screwed up. There are work arounds involving editing the
registry but that seems pretty crude.

CHM files are a kind of compressed html files.
With script processing.
So it could be very dangerous to open a CHM file from the web.

Of course, but another of the side-effects of installing security
update 896358 is that downloaded .chm files can no longer opened until
you take the measures described in this article:

But the answer to the question "How can I view the contents of help
files stored on a network drive after I've installed security update
896358?" is: remove the Local Intranet zone block, as described in
article 896054.
