do you have message on any of chm file or some particular one?
If all of chm file have message, do you have any error on Event Viewer?

Does this happen when you double-click the help file in Windows
Explorer, or when you request help while using an application?
In the first case, the CHM file extension may be associated with the
wrong executable (should be associated with \WINNT\hh.exe), or the
file may simply be damaged. Does the file work on other machines and,
if it does, are all .chm files similarly affected?
In the second case, the application may be trying to use the wrong
help API to open the help file. That is, it may be trying to use the
WinHelp API designed for .hlp files rather than HTML Help API for .chm
files.
