Hi,
When I go to a command prompt and type "chkdsk c: /f" to run a check, it
tells me that it will run the "chkdsk" on the next reboot. When I reboot the
computer, the "chkdsk" does not run and goes straight into windows. Any
thoughts why this would happen? Thanks.

See if running the edit on Kelly's site helps:

I have no idea, but why not try it in safe mode.

Chkdsk /f on the boot or system volumes won't run in safe mode either. It
can only be run when windows is not running that's why it asks if you you
want it to run at the next boot.
