chinese text?

When I'm using notepad, wordpad, paint, etc.. when I go
to close out of the program without saving the work, a
pop-up comes on the screen asking me if I want to save
the untitled document, with the yes - no - cancel
options. At least that is what I think it is asking
because it is in chinese or japanese. How do I change it
to English? Please help!!

your computer (previous owners/users)
your use of foreign language packs on your computer (if any)
i.e., any insights we can use to unravel this strange situation.
