Chinese Characters not displaying in Chinese Program

I'm running Vista Business, and installing a program that uses Chinese
characters (Tencent's "QQ").

Although I can read webpages, type in Chinese (in MSN, Word, etc), the
program's interface is supposed to be in Chinese, but instead displays random
symbols, numbers.

The program installs fine on XP with the Chinese language pack, but not on
Vista Business. How can I make the characters display???

Andrew, you can try this, if the programme you installed is a non-unicode
program (if you program is a unicode programe, the character should display
without setting), it works on Windows XP.

Contral panel-->regional and language options-->Advance tab-->set the
"language for non-unicode programs" to a language match with your program
language (in this case chinese).--> restart your computer.

Then run your program, the character should display properly
