check your mail with a valid POP account

When I try to send a message to someone who is not in my
Contacts, I get the message:
553 To send mail, first check your mail with a valid POP
account
from the system. I gather it's from Outlook and not
Symantec Anti-virus, which is usually running. How do I
send a message without having it bounce back?

If you have Outlook 2002, you can click on the "More settings..." button on
your account, go to the "Outgoing Server" tab, and set up Outlook to
authenticate to the outgoing server by logging into the POP server first.
