Chart - Sort legend to provide a specific display order

I'm trying to sort the legend to provide a specific display order the client requested; however, it continues to appear in alphabetical order. Any suggestions?

The chart is created from a query. I have altered the query so the information is displayed in the 'correct' order but that did nothing. I even manually altered the datasheet and it worked temporarily, but then went back to alphabetical

Thanks for any suggestions.
