character on my keyboard is wrong

My keyboard is spitting out french characters when I try to type a ? / or '
". On my home computer and I am working with Vista
 
I had the same problem with my Dell Latitude. Whenever I hit the Enter key,
the letter v would pop up. I called Dell and they came out to replace the
keyboard on my laptop. I guess there was a short somewhere.
