Creating chapter points is one of
the functions found in DVD Authoring
software...Nero, Roxio, ULead, WinDVD
Creator, ProShow Gold...etc...

Movie Maker Version 2.1 that installs
with SP2 will not. The version that ships
with Windows XP Media Center Edition
or Windows Vista may be different.

I found a solution with Nero_Visual to create chapters.

Exist a freeware-software which can do so?
