changng priority setting

My Windows Mail priority setting keeps showing an exclamation mark on
messages, and defaults to 'normal' setting. I've removed the priority
setting tool icon,, but that does nothing. I read the previous threads but
the advice doesn't work with mine. I have Vista. I'd just like to be able
to be able to have the choice of putting or not putting an exclamation mark
on my e-mails. When they appear on every message (as mine does) it looks
stupid to the recipient.

You can change the priority in messages you send by going to Message | Set
Priority prior to sending it. I have no idea what would make high priority
the default. Messages that you receive you can't change the priority on.
