Windows XP Changing Windows to English from Chinese / Asian Language

Ok, a friend needs help with his server and we are doing it over remote desktop, he has Windows 2003 Server (Enterprise) I think installed which is similar to XP anyway. But I just can't do it when it’s in Chinese; I tried but is so frickin hard. I'm not sure if he has a multi language installed or an Asian language, but is there anyway to change it to English such as the GUI etc? I checked out the regional settings but it just seems to be about currency and even the countries are listed in Asian.

think its for english versions only and not the other way around.
