Changing wallpaper

After selecting "desktop' from the 'display' function of Con trol Panel the
only options I can use is color. The background, position, and browse
function have light print and are not selectable. Does anyone know what is
wrong? These functioned worked before a virus attack blocked by norton.

Right click an empty space on the Desktop and select Arrange icons by and remove the check mark from the "Lock items on desktop" option.

Right click the Desktop again and select Properties/Desktop Tab/Customize Desktop Button/Web Tab. Remove any check marks from any item in the Web Pages section. Apply/OK.

Go to the following website and scroll down to Line 142. On the right hand side, click the "Allow wallpaper background changes" link and download the reg file to your desktop.

Go to the desktop and double click the file. Answer Yes to the pop up merge confirmation.

Try the Desktop settings again.

I did the download and installed it. I am still unable to change from blue
screen to a picture. What's next, if anything?

Allow Wallpaper/Background Changes - Disable

Make sure that you clicked on Allow Wallpaper/Background Changes and not
Disable

Make sure that you downloaded wallpaperenable.reg and not
wallpaperdisable.reg

Reboot and try it again.

Some registry changes require you to restart Windows before they are
enabled.

Still can't change wallpaper. Does the theme make any difference? I have
tried classic and XP and it didn't seem to make any difference.

Kelly's tweak only deals with HKEY_CURRENT_USER

NoChangingWallPaper is the Value Name that we are concerned with.

NoChangingWallPaper: Disables all options on the Background tab of Display
in Control Panel. As a result, users cannot add or change the background
design of the desktop.

NoChangingWallPaper can appear in both

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop

Value Name: NoChangingWallPaper
Data Type: REG_DWORD
Value Data: 0 or 1
0 = The policy is disabled or not configured. Options on the Background tab
are enabled.
1 = The policy is enabled. The Background tab still appears, but all options
on the tab are disabled.

If NoChangingWallPaper is not in the registry it's the same as being set to
0, the policy is disabled or not configured.

Open the Registry Editor...
Start | Run | Type: regedit | Click OK |

Navigate to >>
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
Look for NoChangingWallPaper in the right hand pane and make sure that it is
set to 0.

Navigate to >>
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Policies\ActiveDesktop
Look for NoChangingWallPaper in the right hand pane and make sure that it is
set to 0.

HKEY_CURRENT_USER affects the current logged on user and HKEY_LOCAL_MACHINE
affects anyone that logs onto the machine.

Curious as to why I don't have a Desktop tab...

For HKEY_CURRENT_USER the NoChangingWallpaper was set to 0. For
HKEY_LOCAL_MACHINE there was no ActiveDesktop to click on. Does that matter?

Click on Disable and download wallpaperdisable.reg

Click on Allow Wallpaper/Background Changes and download wallpaperenable.reg

Double click on wallpaperdisable.reg answer Yes to prompt and reboot.

After rebooting double click on wallpaperenable.reg answer Yes to prompt and
reboot again.

See if you have the restrictions lifted from the Desktop tab of Display
Properties.

If not, try this.

Did you ever figure this out? I'm having exactly the same problem. The
only time the walpaper will show is when I'm shutting down or logging off.

Chuck, if you haven't tried the following...please at least try. I had the
same problem and by the looks of things ALOT of people on here are having the
same problem. I tried what Ronnie suggested and it worked!! I posted a
message for help also...so they don't need to answer it now.
