Changing the windows affected when you freeze panes

I am trying to freeze panes but it is freezing from rows 1-
13, how do I change that and only freeze a certain number
of panes.

Before choosing Freeze Panes, select the cell below which you want
to freeze panes - i.e. if you only want to freeze rows 1:3, select
A4, then choose Freeze Panes.

Note that if you choose a cell to the right of column A, columns to
the left of the selection will be frozen as well.
