Changing the way you navigate through a table

I am wondering if there is a way to have the enter key move you down to the
next cell in the column, as opposed to over to the next cell in the row.

It sounds like you're working in a spreadsheet. Try one of those

Go to Tools > Options > Keyboard > "Move After Enter" and select "Next
Record". However, if you are using forms for other users, this can create
two problems - the user might not want to go to the next record, and you
might have a default key on the form which would be activated by the <enter>.

Access tables may look like spreadsheets but they aren't. Access tables
store data, but they don't work as well as Access forms for data entry.

You've described "how" you are trying to do something, but not "what". If
you'll describe a bit more specifically what being able to do what you
posted will allow you/your users to do, the folks here in the groups may be
able to offer a more functional alternative.
