changing the control panel icon

how do i change the control panel icon as seen on the
right side of the start menu?

if i change the desktop control panel icon, the icon as
seen on the right side of the start menu for the control
panel remains the same

The Control Panel icon that appears on the Start Menu is fixed.

You can change it in the registry at:

HKEY_CLASSES_ROOT\CLSID\{21EC2020-3AEA-1069-A2DD-08002B30309D}\DefaultIcon

logoff/logon for changes to take effect.

As per your instruction, crashing explorer.exe works as well in lieu of a
logoff.
