I have recently changed from austarnet.com to
optusnet.com How can I have emails that have been sent
to me at austarnet forwarded to my outlook express at
optusnet.com.au

You need to set that up with the ISP. Many have an option to forward
e-mails to a new address for a period of time but you'll have to check with
your old provider, this is not an XP or Outlook Express issue.
