Changing Scroll bars

Sometimes I see sites with different colored scroll bars. Is there a way to
do this in frontpage 2002 ? especially when i use an "inline fram" I would
like to make the scroll bars a similar color to the background so it blends
in better rather than being that Standard Blue

I just responded as to where to get the code. Keep in mind
that it only shows in Internet Explorer.
