Changing Language Setting

Somehow or another, I managed to do this, When I sign in my msn in homepage
it is in english,,but when I go into my hotmail and sign out the page is in
Turkish. Does anyone know how I can change this to English?

Open Control Panel
Open Regional and Language Options
Check to be sure your location is correct.

If that doesn't work, post and I'll think of something else.
