changing icons and icon colors

I would like to be able to assign different colors to folders and different
icons to some of my programs. does anyone know how this can be done on a pc?

Obtain some different icons. For folders, you can take a folder image
and repaint it and save it in different colours. Right-click the item
whose icon you want to change and choose Properties. For folders, click
the tab called Customize, and you will see where you can change the
icon. Input the path to the new icon. For applications, right-click
and choose Properties. This time, use the Shortcut tab.
 
The method Nevermind mentioned is OK but if you want to change that for many
folders and want that easy then Folder Marker is very good. It adds a menu to
context menu of folders that lets you change icons from there (Just by right
clicking).
