changing default HTML Editor in IE

I've been trying to change the default HTML Editor in IE
so that when I select "view"->"source", IE launches the
text editor that I specified, not a Notepad. I use
TextPad and it is listed in the HTML Editor selection in
my "Internet Options"->"Programs" tab. I checked the
registry on Internet Explorer's Default HTML Editor values
and the edit command values are pointing to the correct
TextPad.exe file. Why am I still seeing the source in
Notepad, not from TextPad as I specified?

I even tried as specified in this web page
http://www.jsiinc.com/subg/tip3400/rh3420.htm with the exe
file pointing to the TextPad.exe.

View....Source from the rt. click context menu or the IE menu bar is
hard-coded to use notepad.exe. See this article for possible help:

registry. Make sure you know how to back up your registry, especially if
you're not comfortable editing it.

Or replace your notepad.exe (found in C:\Windows) with your program of
choice, and then rename it notepad.exe

Consider a different approach.
Textpad is not necessarily my default HTML editor but it is always my
editor if I choose View Source as I replaced Notepad.exe with the stub
obtainable from the Textpad site in Downloads---Add-ons
I used Txplink4 but you may have a different operating system.
