changing default file download location

Sometimes when I download a file from the web I am not asked where I want to
save it. How do I define a specific location to save such files?

Best option is to create a "Downloads" folder in the Root of your
drive. Start a download, which will present the Browse box, you
navigate to the newly created Downloads folder and complete a
download. Next time (Using IE), it will remember that location. If
the download needs permanent storage, then move it to the folder
you wish to keep it in.
 
To see the save as download dialog box, enable the "confirm open after
download" option for that filetype:

Open Windows Explorer, Tools, Folder Options, File Type tab
Scroll down to locate the file type. Highlight the filetype click the
"Advanced" button.
Then check the option "confirm open after download".

Depending on the browser you are using. For example, some browsers you
have to tell it where your default download folder is.
