changing default background color and image

I have to change the background color and wallpaper for all the
workstations connected to my network. We are trying to create a uniform
look on all PCs.

Background colors have been changed, wallpaper that should be centered
has now been stretched. I would like to return all back to normal. one
color, one image centered.

I have to distribute this to the entire company. We are using windows
server 2003 with XP sp1 loaded on the workstations.

I have tried to tweak using the registry, but poilcies prevent the
users from changing the registry.

Is there a change in the policy that would set the default to my specs?
or do I have to use SMS to push a change? if so how?

Boot to Safe Mode as an Administrator.
In the registry right click the folder/entry/hive you want to change.
Click Permissions in the popup menu.
Set the permissions you need to be able to edit.
Make your edit(s) and change the permissions back.
Close out and reboot.
