Change Windows XP Volume Licensing Product Key

I am trying to change the volume license key on my Windows XP Pro
machines using changevlkeysp1.vbs and I keep getting the error
"Invalid Operation 0x80041016".

The steps I take are:

First I put a copy of changevlkeysp1.vbs on C:
Start
Run
(in the open box I type) c:\changevlkeysp1.vbs
xxxxx-xxxxx-xxxxx-xxxxx-xxxxx
(xxxxx-... being the new product key).
enter
Then I get the error "Invalid Operation 0x80041016".

Any help would be great..
