Saw the thread below, wondering if there is a way to set this via GPO?

I've recently upgraded our XP workstations to SP2. I've turned off Automatic
Updates but everytime a user logs in that darn balloon window opens "Your
computer might be at risk. automatic updates is turned off. Click this
balloon to fix the problem". Well this is not a problem for me as I do want
this turned off. I just do not want this darn balloon opping up everytime a
user log on. How do I get rid of this is or disable it. Thanks.

Hi

Try this:

Control Panel/Security Center, click on the "Change the Way
Security Center Notifies Me" link in the left pane.

Try Computer Configuration/Administrative Templates/Windows
Components/Network/Windows Firewall

Choose Domain Profile if on a domain or Standard Profile if on peer to peer
