change the sorting order, by last name in the "Select Name" box

How do I change the sorting order so that when I want to select a name from
(in the new e-mail I press "To" and a list appears) "Select Name" box.

I want the names to be sorted by last name and not by first name.

HOW DO I CHANGE THE SETTINGS?

You neglected to provide your Outlook version.
In some versions you select the sort order here:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change. >
